To get NTSC from PAL you need to slow down it and perform Telecine or 3:2 pulldown. Some general notes: 25 fps PAL is made from 24 fps Film by simple speed up (exact factor is 25/23.976). It preserved the layer break of the original, pressed disc and I was able to burn it to a +R DL using Nero or CopytoDVD (can remember which) with no problems. Beause Im in Europe I never made PAL>NTSC conversion, but made NTSC>PAL several times. I was able to convert a 2 hour dual-layer DVD from PAL with ease.

Most importantly, though, it converts discs easily from one "standard" to another. It does many, many other video and audio related tasks (ripping CDs, converting video formats from one to the other, etc). I found a program called Blaze Media Pro. Thus, I too had the same problem of converting PAL -> NTSC. But other than me being confused, all the info above still applies.I ordered my father a PAL disc from overseas that did not have CSS or any other so-called "copy protection" bs, so there was nothing in US law preventing my making a copy of it for him to watch on his HDTV (my Old Man, God bless him, still can't program the VCR). Apparently the disc is NTSC and you need it to be PAL. Go to wal-mart, pick up a 40 DVD player that can do PAL & NTSC. Downsides: major time investment, and quality loss.

If you have Nero: rip the dvd to the hard drive, use one of the many free MPG encoders to re-encode the entire dvd, then use Nero Vision to convert said MPG back to a dvd. You can then either watch that on your PC, or convert it to a NTSC DVD and burn it using DVD Flick. As a last resort, you can rip the DVD using something like Auto Gordian Knot and you'll have an AVI file left.
I know Nero will probably pop up a warning saying that the video is encoded as PAL and will ask if you want to burn it as PAL or NTSC, and you'll be allowed to choose. You can copy the DVD to a folder on your hard drive, then burn the folder as NTSC using Nero or another DVD burning software. As to copying from PAL to NTSC, it will probably be a bit of a process, but you can do it. I had a DVD player and I lost the remote and couldn't change from NTSC to PAL so any PAL discs wouldn't play. Check the manual, or use the 'setup' button on the remote.
Your home DVD player should be able to play both PAL and NTSC discs.
